No, that's what you get when cars are /given/ the streets - like we see today, and motorists are oppressed and treated as cash-cows in repayment for that privilege, a bit like we see now.

driving below the limit seems to be beyond the understanding of so many

Except that the "income" from fines is trivial compared to the £45 Billion taken in taxes on motoring each year - about 10% of the entire tax revenue is raised from motoring. Not forgetting the increasing proportion of local authority revenue derived from car parking fees.

Like other taxes - if you're liable for them you have to pay them. That doesn't mean that they are not set at extortionate levels.
