No, there /isn't/. As Ian Smith rightly points out, the kids who can't go
freely about their affairs, who can't visit their friends without
supervision, who can't play in the street; and the old and infirm who
become trapped in their houses, are just as much victims of speeding as
the people who are injured and killed.

You can't speed responsibly. Speeding is irresponsible, and criminal.
And it doesn't just 'hurt' people, it kills them.

It can do, but is 71 mph on a clear motorway more irresponsible than,
say, 70 on the same road in an inferior vehicle (say, less controllable
and/or more dangerous to anything it hits)?
