No, it's not. If you steal something from Tesco then it costs them
money, they are the victim. Speeding, in itself, is a victimless
crime.

of course. Every year. But they don't count, they aren't 'victims'...
Even driving irresponsibly is victimless until something goes
wrong.
I completely agree that driving irresponsibly should be a crime,
It is.
People know that they are unlikely to hurt anyone if they speed,
especially if they do so responsibly(!).
You can't speed responsibly. Speeding is irresponsible, and criminal. And
it doesn't just 'hurt' people, it kills them.
