How come those people feel unable to "make progess" whilst remaining
within the speed limit?

No, it's not. If you steal something from Tesco then it costs them
money, they are the victim. Speeding, in itself, is a victimless
crime. Even driving irresponsibly is victimless until something goes
wrong.

I completely agree that driving irresponsibly should be a crime, but
it is ciminal because of the risks it places on other people (like
randomly discharging a shotgun, as has been highlighted elsewhere in
this thread). Shoplifting always has a victim.
People know that they are unlikely to hurt anyone if they speed,
especially if they do so responsibly(!). That's different from
stealing.
